Liberia National Tourism Authority ()LNTA is an autonomous public institution established by an Act of the Legislature in 2025 to coordinate, regulate, promote tourism, infrastructure development, preserve Liberia's cultural heritage, and develop the creative economy.
Overview & Description:
Leads LNTA’s internal audit and risk management functions. Combines audit and compliance oversight to ensure all operations and procurements comply with the Tourism Act, Public Authorities Law, and internal policies. Develop a risk management framework and audit charter for the Authority. Provides independent, objective assurance by evaluating internal controls, financial systems, and governance processes, and advises management on mitigating high-risk exposures.
Responsibilities:
- Develop and implement LNTA’s risk management policies and internal audit plan. Prepare risk assessments and effective audit programs to guide comprehensive reviews.
- Conduct regular audits of financial records, procurement and contracting activities, operational procedures, and department workflows. Analyze records, controls, and processes for accuracy and compliance with laws (Public Procurement and Concessions Act etc).
- Identify control weaknesses or irregularities (fraud, conflicts of interest ) and recommend corrective actions. Follow up to ensure audit recommendations are implemented.
- Oversee compliance monitoring: verify that all LNTA departments adhere to corporate policies, statutory requirements, and ethical standards. Work with the Inspectorate to enforce regulatory compliance.
- Prepare formal audit and risk reports for senior management and the Board, highlighting findings, ratings, and suggested improvements. Present findings to the Deputy Director Generals or Audit Committee.
- Coordinate with external auditors and regulators during annual audits or investigations, ensuring all documentation and responses are provided.
Requirements:
Qualifications and Competencies:
- Bachelor’s degree in Accounting, Finance, Business Administration or related field; advanced certification (e.g. CPA, CIA, CISA) strongly preferred.
- 5+ years of internal audit, risk management, or related experience in a public-sector or large organization.
- Thorough knowledge of audit standards, risk frameworks (e.g. COSO), and Liberian regulatory requirements.
- Strong analytical, investigative, and reporting skills; high integrity and confidentiality.
- Proficiency with audit software and MS Office; ability to work with minimal supervision.
Additional Information:
Reporting Lines:
- Reports to the Deputy Director General for Finance and Corporate Services (Deputy DG-FC). Works closely with the Director General, the Comptroller, and all divisional heads. Coordinates with the Finance & Procurement units for data access and with external auditors and the Liberia Internal Audit Agency as needed.
Performance Indicators:
- Audit Coverage: 100% of the approved annual audit plan completed on schedule. All high-risk and high-value areas audited at least once per year.
- Implementation of Recommendations: ≥ 90% of audit ecommendations closed within agreed timeframes.
- Compliance Rate: 100% of sampled procurements and contracts comply with legal requirements (no unauthorized deviations).
- Risk Mitigation: Key risks identified in risk register are reduced or controlled (e.g. by implementation of new controls).
- Reporting Quality: Timely delivery of audit reports and management letters, with minimal errors or omissions.
- External Findings: No significant findings or repeat issues reported by external auditors or oversight agencies.
