Company Overview:

Liberia National Tourism Authority (LNTA) is an autonomous public institution established by an Act of the Legislature in 2025 to coordinate, regulate, promote tourism, infrastructure development, preserve Liberia's cultural heritage, and develop the creative economy.

Overview & Description:

Acts as LNTA’s chief legal advisor. Provides expert legal guidance to the
Director General, Board and managers on all legal, contractual and policy
matters. Ensures that LNTA’s operations comply with relevant laws (including public procurement, employment and tourism legislation) and that contracts protect the Authority’s interests. Drafts, reviews and negotiates legal documents, and manages any litigation or dispute resolution processes.

Responsibilities:

  • Legal Counsel: Serve as the primary legal advisor to LNTA. Provide expert guidance on contracts, procurement regulations, labor issues, property and intellectual property matters. Review all contracts, MOUs, concession agreements, leases and service contracts before execution.
  • Compliance Monitoring: Advise management on compliance with the LNTA Act, Public Authorities Law and tourism regulations. Ensure internal policies (e.g. ethics code, data protection) are legally sound and up-to-date. Conduct periodic compliance reviews to prevent legal risks.
  • Litigation & Disputes: Manage any legal disputes involving LNTA. Coordinate with outside counsel or the Ministry of Justice on litigation, arbitration or appeals. Represent LNTA in legal proceedings when necessary.
  • Policy and Governance: Draft and review governance documents (by- laws, Board resolutions, regulations) and ensure they meet legal standards. Support the development of internal rules (e.g. HR policies, procurement manuals) by providing legal input.
  •  Legal Research: Conduct research on new laws or legal issues affecting the tourism sector. Prepare legal opinions and briefs for senior management. Update LNTA leaders on relevant changes in legislation.
  • Training and Awareness: Provide legal training or briefings to staff on topics like contract management, intellectual property rights (for creative economy initiatives), and anti-corruption measures. Promote legal awareness across the Authority.

Requirements:

Qualifications and Competencies:

  • Bachelor of Laws (LL.B or J.D.) and membership in the Liberian Bar. Master’s in Law or related field is a plus.
  • Minimum of 5 years’ experience practicing law, preferably in government, corporate, or regulatory environments. Experience in contracts and administrative law is highly desirable.
  • Strong drafting and negotiation skills. Able to explain legal concepts clearly to non-lawyers.
  • High ethical standards, attention to detail and confidentiality.

Additional Information:

Reporting Lines:

  • Reports directly to the Director General. Works closely with all Deputy DGs to review their legal needs and coordinates with the Board’s legal advisors as required. Liaises with the Ministry of Justice, PPCC, and other oversight bodies on legal and regulatory matters.

Performance Indicators:

  • Contractual Compliance: All standard contracts reviewed and approved by Legal before signing; zero instances of material legal oversights.
  • Legal Support: ≥ 95% of legal queries from management answered within agreed timeframe (e.g. 5 business days).
  • Training: Number of legal training sessions delivered to staff (target: at least 2 per year).
  • Litigation Outcomes: Successful defense of LNTA’s interests in legal cases; minimal financial or reputational losses.
  • Regulatory Filings: 100% of required statutory filings (e.g. annual reports to regulators) completed on time.
