Liberia National Tourism Authority (LNTA) is an autonomous public institution established by an Act of the Legislature in 2025 to coordinate, regulate, promote tourism, infrastructure development, preserve Liberia's cultural heritage, and develop the creative economy.

Overview & Description:

Leads LNTA’s regulatory inspection and enforcement activities. Ensures that tourism businesses and attractions comply with legal and safety standards. Implements inspection regimes for hotels, restaurants, tour operators, cultural sites and other tourism-related entities. Identifies and investigates violations of LNTA regulations, recommending enforcement measures to correct deficiencies. Safeguards visitor safety and sector integrity by enforcing licensing, health, safety, and quality requirements.

Responsibilities:

  • Develop and implement an annual inspection plan covering key tourism facilities (hotels, guesthouses, transport, guides, museums, etc.). Establish checklists and criteria based on LNTA standards.
  • Conduct regular field inspections: verify that businesses hold valid LNTA licenses, observe service and safety conditions, and assess compliance with environmental and cultural heritage regulations.
  • Interview staff or management during inspections and collect evidence of non-compliance (photos, documents). Draft inspection reports noting any violations or risks.
  • Issue warnings, notices or coordinate on-the-spot fines for infractions (unlicensed operation, safety hazards, false advertising). Recommend corrective actions and follow up to ensure prompt resolution. In severe cases, work with legal counsel to suspend operations.
  • Coordinate with law enforcement or municipal authorities when enforcement actions (e.g. closures) are required beyond LNTA’s authority. Provide support during prosecutions or appeals.
  • Maintain detailed records of all inspections, violations, and enforcement actions. Use findings to update risk assessments and adjust inspection priorities.
  • Train and supervise a team of inspectors, ensuring they are knowledgeable about tourism regulations and inspection techniques. Conduct refresher training on standards and safety protocols.
  • Collaborate closely with the Registration & Licensing Director to verify license validity and with the Risk Compliance Director on fraud or corruption issues found during inspections.

Requirements:

Qualifications and Competencies:

  • Bachelor’s degree in Public Administration, Law Enforcement, Tourism Management, or a related field.
  • 5+ years’ experience in inspections, compliance or law enforcement; experience in the tourism, hospitality or regulatory sector is a plus.
  • Knowledge of safety and quality standards for tourism facilities. Strong investigative and report-writing skills.
  • Excellent judgment, attention to detail, and ability to handle conflict or contentious situations professionally.
  • Ability to travel throughout the country and work flexible hours, including weekends and holidays when needed.

Additional Information:

Reporting Lines:

  • Reports to the Director General of LNTA, with dotted-line coordination to the Deputy DG for Marketing & Promotions. Works in tandem with the Licensing unit and Legal Affairs on enforcement cases and regularly updates the DG on compliance status.

Performance Indicators:

  • Inspection Coverage: % of licensed tourism establishments inspected at least once per year (target ≥ 90%).
  • Violation Resolution: ≥ 90% of identified violations addressed (corrected or sanctioned) within 3 months of inspection.
  • Public Safety: Zero major safety incidents at tourism sites (after enforcement measures).
  • Repeat Offenses: Fewer than 5% of businesses repeat the same violation year-over-year.
  • Reporting: Timely submission of inspection reports and a quarterly

compliance summary to management.
