Overview & Description:
The Procurement Officer is a key leadership role within the procurement function. The incumbent is responsible for managing the end-to-end procurement cycle for a complex portfolio of high-value and strategic acquisitions. This role requires a strategic mindset, exceptional technical expertise, and strong people management skills to lead a team of two procurement assistants. The Procurement Officer will ensure that all procurement activities are conducted in strict compliance with organizational rules, PPCC regulations & Act, and ethical standards, while fostering strong stakeholder relationships and driving continuous improvement.
Responsibilities:
Key Responsibilities:
1. Strategic Procurement and Tendering Management:
- Manage the full tendering process for complex, high-value requirements, including Requests for Quotations (RFQs), Invitations to Bid (ITBs), and Requests for Proposals (RFPs), among others.
- Develop and implement category management strategies for key areas of spending.
- Lead pre-bid conferences, coordinate technical and financial evaluations, and conduct thorough due diligence on suppliers.
- Prepare and present comprehensive procurement cases, including evaluation reports and award recommendations, to the Vice President for Administration and Procurement Committee for approval.
- Negotiate complex contracts, ensuring optimal terms and conditions, cost-effectiveness, and risk mitigation.
2. Operational Procurement Excellence:
- Oversee and approve procurement activities conducted by the Procurement Assistants, ensuring accuracy and compliance.
- Handle escalated and complex procurement requests that fall outside standard procedures.
- Ensure the timely and efficient procurement of goods and services, meeting the operational needs of various departments.
- Maintain a deep understanding of market trends and sources of supply for the Organization & key commodity and service lines.
3. Team Leadership and Staff Development:
- Directly supervise, mentor, and coach two Procurement Assistants, fostering a collaborative and high-performing team environment.
- Conduct performance planning, mid-year reviews, and annual appraisals.
- Identify training needs and facilitate the professional development of team members.
- Delegate tasks effectively and ensure an equitable workload distribution.
4. Policy, Compliance, and Risk Management:
- Serve as a subject matter expert on the organization's Procurement Manual and related financial rules and regulations.
- Ensure all procurement actions are fully documented and audit-ready, providing a clear and transparent decision trail.
- Identify and mitigate procurement-related risks, including fraud, corruption, and conflicts of interest.
- Propose and implement improvements to procurement policies, procedures, and systems to enhance efficiency and control.
5. Stakeholder Engagement and Supplier Relationship Management:
- Act as a primary point of contact for internal clients on complex procurement matters, providing expert advice and guidance.
- Build and maintain strategic relationships with key suppliers, managing performance and resolving disputes.
- Maintain and update the vendor pre-qualification system and the roster of suppliers.
- Promote procurement best practices and provide training to non-procurement staff on relevant procedures.
Requirements:
Education:
- An advanced university degree (Master’s degree or equivalent) in Business.
- Administration, Public Administration, Commerce, Law, Supply Chain Management, or a related field is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- Professional certification in procurement (e.g., CIPS, CPSM, or equivalent) is highly desirable.
Experience:
- A minimum of 5 years of progressively responsible experience in procurement, contract management, or supply chain management, of which at least 2 years should be at the international level.
- Proven experience in managing high-value, complex international tenders from initiation to contract award.
- Demonstrated experience in directly supervising and developing staff.
- Experience working with ERP systems (e.g., SAP, Oracle) is required.
Languages:
· Fluency in English is required.
