Company Overview:

Liberia National Tourism Authority (LNTA) is an autonomous public institution established by an Act of the Legislature in 2025 to coordinate, regulate, promote tourism, infrastructure development, preserve Liberia's cultural heritage, and develop the creative economy.

Overview & Description:

Oversees the registration and licensing of all tourism-related businesses and service providers. Implements LNTA’s licensing policies to ensure that hotels, tour operators, travel agencies, cultural sites and other enterprises meet statutory requirements. Protects consumer safety and service quality by enforcing licensing standards. Manages the regulatory framework for issuing, renewing and monitoring tourism licenses in line with national legislation.

Responsibilities:

  • Develop and update standard operating procedures for tourism registration and licensing in accordance with the LNTA Act and relevant regulations. Streamline processes for issuing tourism business licenses and permits.
  • Process license applications and renewals: review documentation (e.g. ownership papers, safety certificates, insurance), verify applicant eligibility, and ensure compliance with health, safety and environmental standards.
  • Maintain a centralized database of all registered tourism businesses (hotels, travel agencies, tour guides, events, etc.), ensuring records are current and accessible.
  • Coordinate with local authorities and sector agencies (e.g. hospitality associations) to verify applicants’ compliance history. Work with the Inspectorate to cross-check license status during inspections.
  • Set and collect licensing fees; work with Finance to ensure fees are recorded and transferred to LNTA accounts. Provide input on fee schedules and policy reforms.
  • Provide guidance and public information on licensing requirements. Conduct outreach or workshops to help operators understand the licensing process and maintain standards.
  • Collaborate with the Compliance team to identify unlicensed operators and initiate corrective actions. Advise on penalties for non-compliance, in coordination with legal/regulatory authorities.

Requirements:

Qualifications and Competencies:

  • Bachelor’s degree in public administration, Business Administration, Hospitality Management, or related field.
  • 5+ years of administrative or regulatory experience, preferably in a tourism or licensing authority. Knowledge of Liberian tourism laws and business licensing regulations is an asset.
  • Strong organizational skills with attention to detail; ability to manage multiple applications and deadlines.
  • Excellent communication and customer-service skills to interact with businesses and stakeholders.
  • Familiarity with information management systems and basic data analysis.

Additional Information:

Reporting Lines:

 

  • Reports to the Deputy Director General for Marketing & Promotions (DDG-MP). Works closely with the Tourism Inspectorate and Enforcement units and liaises with municipal/regional tourism offices.Coordinates with Finance on fee collection and with the Communications team to publicize licensing updates.


Performance Indicators:

  • Timeliness: 95% of license applications and renewals processed within the target timeframe (e.g. 30 days).
  • Coverage: All existing tourism enterprises (100%) registered and licensed as required; no licensed business operating without renewal.
  • Data Accuracy: License database 100% up-to-date (all expired or revoked licenses removed).
  • Compliance: Number of unlicensed operators in the sector is reduced each quarter.
  • Customer Satisfaction: Positive stakeholder feedback on the clarity and efficiency of the licensing process.
