Company Overview:

Liberia National Tourism Authority (LNTA) is an autonomous public institution established by an Act of the Legislature in 2025 to coordinate, regulate, promote tourism, infrastructure development, preserve Liberia's cultural heritage, and develop the creative economy.

Overview & Description:

Manages initiatives to develop Liberia’s creative industries in support of
tourism and cultural development. Oversees programs that nurture the arts, crafts, music, fashion, and cultural media sectors as drivers of economic growth. Builds partnerships across public and private sectors to stimulate creative entrepreneurship and incorporate creative content into tourism products. Recognizes that cultural and creative industries are among the world’s fastest-growing economic sectors and adapts global best practices to the Liberian context.

Responsibilities:

  • Develop and implement a national creative economy strategy in line with LNTA’s mandate. Identify key creative sub-sectors (e.g. film, music, design, crafts) and formulate plans to support their growth.
  • Collaborate with education and culture stakeholders to support skill-building (workshops, incubators) for creative entrepreneurs. Facilitate access to finance, markets and export opportunities for creative businesses (e.g. organizing arts fairs or creative exports).
  • Integrate creative economy into tourism promotion: partner with the Marketing unit to feature local arts and culture in campaigns, events and tour packages. Support cultural festivals and workshops that attract tourists and showcase Liberian creativity.
  • Provide grants or technical assistance programs for creative startups. Work with NGOs or donors (e.g. UNESCO, cultural funds) to channel resources into the creative sectors.
  • Gather data and conduct research on the creative industries’ economic impact. Develop metrics and reporting on creative sector growth, jobs and contribution to GDP.
  • Liaise with the Director of Cultural Heritage to coordinate support for artists who preserve intangible heritage. Work with the Legal Affairs Manager on intellectual property issues affecting artists.
  • Represent LNTA in regional or international creative economy networks and conferences to exchange ideas and attract partnerships.

Requirements:

Qualifications and Competencies:

  • Bachelor’s degree in Arts Management, Cultural Studies, Economics or a related field; advanced degree or training in creative industries is an asset.
  • Significant experience (7+ years) in cultural policy, creative industry development, or a creative business background.
  • Entrepreneurial mindset with a strong network in the arts/culture community.
  • Excellent project management and stakeholder engagement skills.

Additional Information:

Reporting Lines:

  • Reports to the Deputy Director General for Cultural Heritage (DDG-CH) and works closely with the Marketing & Promotions Directorate.
  • Coordinates with Ministry of Commerce, cultural NGOs and private- sector creative alliances.

Performance Indicators:

  • Sector Growth: Year-over-year increase in the number of registered creative enterprises and creative industry employment figures.
  • Events and Exhibitions: Number of creative economy events (e.g. art exhibitions, film festivals) facilitated or supported by LNTA.
  • Tourism Synergy: Inclusion of creative economy components in at least 50% of tourism marketing initiatives.
  • Economic Impact: Growth in revenue from creative exports or creative- tourism activities (as measured in annual reports).
  • Capacity Building: Number of creatives trained or businesses supported; surveys show increased capacity/skills.
