Company Overview:
Liberia National Tourism Authority (LNTA) is an autonomous public institution established by an Act of the Legislature in 2025 to coordinate, regulate, promote tourism, infrastructure development, preserve Liberia's cultural heritage, and develop the creative economy.
Overview & Description:
Manages LNTA’s information technology infrastructure and services. Oversees installation, maintenance and security of all computers, networks, communication systems, and ICT equipment to support the Authority’s mission. Ensures that staff have reliable access to technology (hardware, software, internet) and leads strategic IT planning (including website management and e-services). Provides user support, training, and disaster- recovery planning.
Responsibilities:
- Maintain and upgrade LNTA’s ICT infrastructure: servers, local area network, internet connectivity, and equipment (computers, printers, UPS, etc.). Ensure 24/7 availability of core systems.
- Operate and administer all LNTA software and telecommunications systems. Manage user accounts, access controls and data backup procedures. Implement cybersecurity measures (firewalls, antivirus, encryption) to protect LNTA data.
- Provide technical support and training to LNTA staff. Respond to help-desk requests, troubleshoot hardware/software issues, and train users on new systems.
- Develop and implement the IT plan aligned with LNTA’s strategic goals. Research and recommend new technologies to improve efficiency (e.g. tourism data management systems, e-visa platform, mobile apps). Manage ICT budget and procure software licenses or hardware as needed.
- Oversee the LNTA website and online presence (in coordination with Communications). Ensure the website is secure, up-to-date, and user- friendly. Manage online databases (e.g. licensing registry, tourism statistics portal).
- Maintain an inventory of IT assets and ensure timely maintenance/repair or replacement of equipment. Coordinate with vendors for procurement and technical services.
- Coordinate with the Finance unit on IT capital expenses and with external consultants for specialized projects (e.g. systems integration).
Requirements:
Qualifications and Competencies:
- Bachelor’s degree in Information Technology, Computer Science, or related field. Master’s degree or IT certifications (e.g. CCNA, MCSE) preferred.
- 5+ years of experience in IT management or systems administration, ideally in a government or large organization.
- Strong knowledge of networking, servers, databases, telecommunications, and cybersecurity best practices.
- Excellent analytical and problem-solving skills; ability to manage multiple projects.
- Strong customer-service orientation and ability to communicate technical issues to non-technical users.
Additional Information:
Reporting Lines:
- Reports to the Deputy Director General for Finance and Corporate Services (DDG-FC). Collaborates across all divisions to align ICT services with departmental needs. Works closely with the Comptroller for budgeting, and with external ICT partners when needed.
Performance Indicators:
- System Uptime: ≥ 99% availability of core IT systems (servers, network).
- Helpdesk Efficiency: ≥ 90% of IT support tickets resolved within agreed Service Level (e.g. 48 hours).
- Project Delivery: All IT projects (system upgrades, new installations) completed on schedule and within budget.
- User Satisfaction: Positive feedback from staff in annual surveys regarding IT support and systems performance.
- Security: Zero major security breaches or data losses; regular completion of security audits.
