Overview & Description:

The Manager of Cultural Centers & Troupe Development is responsible for
leading LNTA’s cultural heritage initiatives, with a focus on revitalizing and
managing cultural centers and developing cultural performance troupes
across Liberia. This role ensures that Liberia’s rich cultural heritage – from
traditional arts to contemporary expressions – is preserved, promoted, and
integrated into the national tourism strategy. The Director will oversee
programs that showcase Liberia’s diverse cultural identity to both domestic
and international audiences, aligning with LNTA’s mandate to harness cultural
assets for tourism growth. By facilitating training for artists, organizing
performances, and expanding cultural infrastructure, the Director of Cultural
Centers & Troupe Development supports LNTA’s mission of promoting national
heritage as a cornerstone of Liberia’s tourism appeal.

Responsibilities:

  • Develop and update an annual Cultural Programs Plan in line with LNTA’s strategic goals and budget. Identify priority initiatives for cultural centers, troupes, festivals, and heritage preservation. Work closely with LNTA leadership to ensure cultural development objectives are incorporated into broader tourism plans and policies.
  • Oversee the establishment, rehabilitation, and management of cultural centers nationwide, including efforts to re-establish the National Cultural Center as a flagship venue for cultural preservation and education Ensure each center is properly staffed and maintained and actively promoting positive Liberian cultural values and training artists. Develop programming at these centers (workshops, exhibitions, community events) to engage local communities and visitors in Liberia’s cultural heritage.
  • Lead the promotion and development of the Liberia National Cultural Troupe and support the formation of regional or county-based cultural troupes. Organize auditions and outreach to identify talented performers in dance, music, drama, and other art forms. Provide artistic direction and administrative support to troupes, ensuring regular practice sessions and facilitating performances at national events, tourism fairs, and international cultural exchanges. Encourage creative innovation while preserving traditional art forms, thus enriching Liberia’s tourism offerings with authentic cultural experiences.
  • Facilitate capacity-building programs for cultural practitioners and troupe members. Organize training workshops, masterclasses, and mentorship opportunities to enhance performers’ skills in areas such as traditional dance, music, theater, and craft-making. Ensure high-quality performances by curating diverse repertoires that reflect Liberia’s multi- ethnic heritage. Oversee the scheduling and production of cultural shows, both at LNTA-managed venues and external events, maintaining high artistic standards and cultural integrity.
  • Plan and coordinate cultural festivals, heritage exhibitions, and special events that showcase Liberia’s unique culture throughout the year. Work with the Tourism Promotion and Marketing teams to package these events as attractions for tourists and locals alike. Ensure these festivals and events strengthen Liberia’s national brand by highlighting its unique cultural identity on local, regional, and international stages. Responsibilities include securing venues, managing event logistics, promoting the events, and evaluating their impact on community engagement and tourism.
  • Forge partnerships with county authorities, local cultural officers, and community leaders to decentralize cultural development. Provide guidance and resources to county-level cultural troupes and centers, ensuring broad participation across Liberia’s regions. Act as a unifying link between government, private sector, and community stakeholders in cultural initiatives. Coordinate with national bodies such as the Ministry of Information, the National Museum, and other cultural agencies to align LNTA programs with national cultural policies and initiatives. The Director will also liaise with schools, universities, and NGOs on cultural education programs and with international cultural organizations or embassies for collaborative events.
  • Advocacy and Resource Mobilization: Advocate for the importance of cultural heritage within the tourism sector. Work with LNTA management to secure funding (government budget allocations or grants) for cultural programs and infrastructure. Prepare proposals or concept notes for cultural projects that can attract sponsors or development partners. Ensure efficient use of resources and transparency in managing funds for cultural activities, in line with public- sector best practices.

Requirements:

Qualifications and Competencies

 

  • Education: Bachelor’s degree in Cultural Studies, Anthropology, Tourism Management, Arts Administration or a related field. (A Master’s degree in a relevant discipline is an advantage.)
  • Experience: Minimum of 5–7 years of experience in managing cultural programs, arts institutions, or heritage projects. Experience in government service, cultural NGOs, or large organizations with public cultural programs is highly desirable. Proven track record in organizing events or festivals and in developing performing arts troupes or similar cultural groups.
  • Knowledge: Thorough knowledge of Liberia’s diverse cultural heritage and artistic traditions. Familiarity with national cultural policies (or related regulations) and international best practices for cultural heritage preservation and promotion (e.g. understanding of UNESCO Intangible Cultural Heritage principles). Knowledge of project planning, event management, and marketing strategies related to culture and tourism.
  • Competencies: Strong leadership and team management skills; ability to coordinate multidisciplinary teams and volunteer artists. Excellent communication and interpersonal skills, with the ability to engage and motivate community stakeholders and government partners.
  • Exceptional organizational and planning abilities, capable of handling multiple events and projects simultaneously. Creative vision and problem-solving aptitude to innovate in showcasing cultural content. High integrity, cultural sensitivity, and respect for diversity in working with artists from various ethnic backgrounds. Proficiency in standard office software (Microsoft Office) and familiarity with social media or other promotional tools for publicizing cultural events. Ability to work under pressure, meet deadlines, and maintain professionalism in representing LNTA’s cultural mission.

Reporting Lines

 

  • Reports to: the Deputy Director General for Cultural Heritage of the LNTA.This position falls under the Cultural Heritage division and receives strategic direction and supervision from the Deputy Director General responsible for cultural affairs.
  • Works closely with: other LNTA departments and units. In particular, the Director collaborates with the LNTA Finance unit on budgeting and disbursement of funds for cultural programs, and with the Planning/Research & Development unit to align cultural activities with overall tourism development plans. The role also coordinates with the Marketing and Tourism Promotion team to integrate cultural content into promotional campaigns and tourist itineraries. Internally, the Director may supervise or coordinate with cultural officers, event managers, and support staff involved in heritage and arts programs.
  • Coordinates with external stakeholders: such as MICAT’s Cultural Affairs section and other national cultural institutions (e.g. National Council of Chiefs and Elders, National Museum, academic cultural centers) as required to ensure synergy and compliance with national cultural strategies. The Director also interfaces with county-level tourism and cultural officers, traditional leaders, and community arts groups to implement cultural initiatives on the ground. This collaborative approach ensures LNTA’s cultural programs complement wider government efforts and community-led cultural preservation.

Performance Indicators

  • Number of cultural events, festivals, or performances supported annually meets or exceeds planned targets.
  • Year-on-year growth in cultural troupe participation.
  • Expanded audience reach for LNTA-supported cultural programs, measured by attendance figures and participation levels.
  • Broad geographic impact of cultural initiatives (cultural activities or events implemented in at least 10 out of 15 counties annually, reflecting nationwide engagement). Growth in community-level cultural projects and inclusion of rural areas will indicate success in decentralizing cultural tourism.
  • 100% compliance with national cultural policy guidelines and ethical standards in all programming (no deviations or unauthorized cultural representations). All cultural projects uphold Liberia’s cultural norms and intellectual property rights, and there are no significant adverse findings in any internal or external evaluations of the cultural programs. Regular reporting and documentation of activities are maintained to be audit- ready and to demonstrate transparency and impact.
