Liberia National Tourism Authority (LNTA) is an autonomous public institution established by an Act of the Legislature in 2025 to coordinate, regulate, promote tourism, infrastructure development, preserve Liberia's cultural heritage, and develop the creative economy.

Overview & Description:

The Monitoring, Evaluation, and Learning (MEL) Manager provides leadership and oversight for the development and implementation of a results-driven monitoring, evaluation, and learning framework across the Liberia National Tourism Authority (LNTA). The role ensures systematic collection, analysis, and reporting of tourism data consistent with UN World Tourism Organization (UNWTO) Tourism Satellite Account (TSA) standards and supports evidence-based planning and policy-making. This position is central to generating actionable insights on tourism performance, economic contribution, and social impact, while monitoring progress within LNTA’s strategic programs and the broader tourism private sector ecosystem.

Responsibilities:

A. Tourism Statistics and Data Management

  • Lead the design and implementation of the National Tourism Statistics
  • System (NTSS) in alignment with the UNWTO Tourism Satellite Account (TSA) methodology.
  • Oversee data collection and reporting on international arrivals, domestic tourism, expenditure patterns, accommodation statistics, and tourism employment.
  • Develop and maintain a National Tourism Database integrating data from ports of entry, the hospitality sector, transport providers, and local businesses.
  • Produce quarterly and annual Tourism Statistical Bulletins and Tourism Economic Impact Reports covering tourism, culture, and the creative economy.
  • Collaborate with LISGIS, MOI, the Central Bank of Liberia, and the Ministry of Finance to strengthen national tourism accounts and data harmonization.

B. Monitoring and Evaluation Framework

  • Develop and operationalize LNTA’s institutional Performance Monitoring and Evaluation Framework.
  • Design and manage the Tourism Sector Performance Matrix, including indicators for private sector engagement, arrivals, product development, and job creation.
  • Support the development of annual and quarterly scorecards for LNT departments and partners to track performance.
  • Lead evaluations to measure outcomes, capture lessons learned, and ensure alignment with the Liberia Tourism Master Plan.

C. Economic Impact Analysis and Trend Reporting

  • Conduct impact assessments of tourism’s contribution to GDP, employment, and foreign exchange earnings.
  • Track and analyze trends in tourism demand, seasonality, and competitiveness.
  • Prepare Tourism and Creative Economy Outlook Reports to inform investment, marketing, and policy decisions.
  • Integrate analytics on Blue Economy, eco-tourism, and community-based tourism to assess socio-economic effects.

D. Private Sector and Stakeholder Performance Monitoring

  • Establish a Private Sector Tourism Performance Monitoring Framework to gauge industry health.
  • Collaborate with business associations to collect and analyze tourism performance data.
  • Evaluate LNTA-led capacity-building programs and partnerships for effectiveness and impact.
  • Facilitate learning sessions with stakeholders to share insights and foster collaboration.

E. Learning and Knowledge Management

  • Institutionalize a culture of learning and evidence-based decision- making within LNTA.
  • Develop systems for capturing and sharing lessons learned from tourism programs and policies.
  • Organize an annual Tourism Research and Learning Forum to disseminate findings and innovations.
  • Build staff and partner capacity in data literacy and results-based reporting through training and mentorship.

F. Partnerships and Coordination

  • Coordinate with national statistical agencies, regional bodies, and international partners on tourism data harmonization initiatives.
  • Serve as LNTA’s focal point for UN tourism data reporting and compliance.
  • Represent LNTA at regional and global forums on tourism statistics and program evaluation.
  • Collaborate with donor-funded projects to align M&E systems with global standards and best practices.

Requirements:

Education

  • Masters in Statistics or related field, and 5 Years of Experience. Over 5 years of experience in Research & Project Development

Performance Evaluation
Performance in this role will be assessed based on the following criteria:

  • The accuracy of collected data and timeliness of analysis and reporting.
  • Successful implementation and utilization of the monitoring and evaluation framework across LNTA.
  • Degree to which data and reports influence and improve decision-making within LNTA.
  • Effectiveness in collaborating with internal departments and external partners to achieve M&E objectives.
  • The depth, clarity, and usefulness of trend analyses and economic impact assessments produced.
  • Effective use and maintenance of the Liberia Tourism Dashboard and other M&E tools for organizational learning.
