Overview & Description:
The Director for Policy and Strategic Planning provides leadership and
technical guidance for the design, coordination, and evaluation of tourism
policies, programs, and strategies that will strengthen Liberia’s position as a competitive and sustainable tourism destination. The role ensures that all strategic frameworks and programmatic initiatives within the LNTA are well- aligned with the Government’s national priorities and development goals. The Director works to transform evidence and stakeholder insights into actionable policies that promote inclusive growth, innovation, and sustainable development across the tourism value chain.
Responsibilities:
Policy Development and Strategic Leadership
- Lead the development, review, and implementation of tourism-related policies, strategies, and legislative frameworks.
- Ensure all LNTA policies align with the National Tourism Master Plan, the ARREST Agenda for Inclusive Development, and international commitments.
- Prepare policy briefs, analytical reports, and technical notes to support executive decision-making.
- Promote sustainable and inclusive tourism principles in all LNTA initiatives.
Strategic and Development Planning
- Coordinate LNTA’s Strategic and Annual Work Plans in collaboration with all departments and regional offices.
- Develop long-term national tourism development strategies and investment roadmaps.
- Identify high-potential projects in priority clusters such as cultural coastal, eco, and urban tourism.
- Facilitate donor coordination and ensure alignment between external assistance and LNTA’s core deliverables.
- Develop frameworks, policies, and Standard Operating Procedures to ensure the LNTA achieves optimal service delivery in line with its service charter and fulfils MOS performance management requirements.
Program and Project Development
- Lead the conceptualization, design, and appraisal of tourism development programs and projects (including Public Sector Investment Projects) in line with LNTA’s core mandates.
- Guide project teams in developing logical frameworks, work plans, and budgets for implementation.
- Support departments in integrating cross-cutting themes (such as gender, youth employment, climate resilience, and digital innovation) into projects.
- Establish a project tracking and reporting system to ensure alignment of all programs with LNTA’s strategic outcomes.
- Strengthen linkages between program delivery, monitoring, and policy adjustments.
Research, Monitoring, and Evaluation
- Oversee research activities and tourism data collection for informed policymaking.
- Supervise the M&E and Data Unit to ensure accurate reporting of results and performance indicators.
- Produce quarterly and annual State of Tourism Reports highlighting key trends and progress.
- Build partnerships with research institutions and universities for policy-relevant studies.
Stakeholder Coordination and Partnerships
- Facilitate inter-agency coordination among ministries, development partners, and the private sector.
- Represent LNTA at national and regional policy forums and dialogues.
- Strengthen collaboration with county authorities, tourism associations, and community-based organizations.
- Support public-private partnerships in tourism investment and innovation initiatives.
Capacity Development and Institutional Strengthening
- Build the technical and analytical capacity of LNTA staff in strategic planning, policy design, and results-based management.
- Lead institutional reforms and systems improvements to enhance
- LNTA’s efficiency and service delivery.
- Mentor and supervise staff to promote professionalism, teamwork, and innovation.

- Updated National Tourism Policy and Strategic Plan.
- Annual Tourism Development Report and Statistical Compendium.
- Functional Monitoring and Evaluation Framework and Data Dashboard.
- Policy briefs and sector analysis papers.

Requirements:
Education
• Master’s in urban development studies, Strategies, Planning and Projects or other relevant areas.
Performance Evaluation
Performance will be evaluated annually based on the following criteria:

- Strength and usability of data and research outputs.
- Contribution to LNTA’s institutional visibility and impact.
- Alignment of program results with LNTA’s national tourism priorities.
