Overview & Description:
The County Cultural Supervision Manager serves as the frontline representative of LNTA’s cultural mission at the county level, responsible for implementing national cultural policies and programs on the ground.
This role is pivotal in nurturing grassroots cultural development: the Manager supports local cultural troupes and centers, coordinates community cultural events and festivals, and liaises with traditional authorities and local officials to preserve and showcase the county’s heritage. By mobilizing local talent and resources, the County Cultural Supervision Manager helps to ensure that Liberia’s rich cultural traditions are sustained in communities and integrated into the broader tourism framework, bridging the gap between national cultural initiatives and local execution.
Responsibilities:
- Execute and monitor the implementation of LNTA’s cultural policies and initiatives at the county level. Ensure that national directives on cultural heritage preservation and promotion are carried out in local communities, adapting strategies as needed to fit the local context while maintaining alignment with LNTA’s objectives.
- Provide oversight and guidance to any Cultural Centers in the county and to local cultural troupes—traditional dance and music groups, drama clubs, artisans. Assist in establishing and strengthening these groups, facilitate training or workshops for performers and cultural practitioners, and ensure they have the support needed to thrive. Closely collaborate with the Director of Cultural Centers & Troupe Development to channel resources or expertise to the county’s cultural groups.
- Plan, coordinate, and actively support county-level cultural events and festivals. This includes organizing annual or seasonal cultural festivals, heritage exhibitions, traditional ceremonies, and performances that showcase local arts and traditions. Work in partnership with county authorities and community leaders to ensure events are well-managed, inclusive, and aligned with the national tourism calendar (so that significant local events can be promoted as tourism attractions).
- Act as LNTA’s liaison with traditional authorities (chiefs, elders, and custodians of culture) and community-based organizations. Engage these stakeholders in the design and execution of cultural programs, ensuring respect for local customs. Mediate and build trust between LNTA and communities by incorporating traditional knowledge and feedback into program delivery.
- Maintain detailed records of cultural activities and developments in the county. Prepare and submit regular reports (e.g. monthly or quarterly) to LNTA headquarters detailing events held, participation levels, successes, challenges, and needs at the community level. Document significant cultural practices, emerging artists, and local heritage sites in the county to inform national databases and promotional materials.
- Identify and nurture local cultural talent, including performers, artists, craftspeople, and storytellers. Create opportunities for these individuals or groups to participate in regional or national cultural showcases, competitions, or tourism events. Encourage youth involvement in cultural heritage to ensure continuity of traditions. Assist promising talent in accessing grants, training, or networks through LNTA programs.
- Initiate or support community-based projects that preserve and promote the county’s heritage – assisting a village in creating a cultural heritage center or coordinating the preservation of an important historical site or artifact in the area. Promote awareness of the value of cultural heritage among local schools and youth groups, possibly in collaboration with the Ministry of Education’s local offices.
- Work closely with the County Superintendent’s office, local MICAT representatives, and other relevant county officials to integrate cultural activities into broader county development plans. Coordinate with any local tourism officers or committees to ensure cultural and tourism efforts are synergized. Conduct outreach to NGOs or donors operating in the county for potential support of cultural projects.
Requirements:
- Education: Bachelor’s degree in Cultural Studies, Tourism Management, Social Sciences, Community Development, or a related field. (An equivalent combination of relevant training and extensive experience cultural work at the community level may be considered in lieu of a degree.)
- Experience: Minimum of 3–5 years of experience in cultural promotion, community development, or grassroots project coordination, preferably including work with cultural groups or events. Experience collaborating with local authorities or traditional leaders in a development or cultural context is highly advantageous.
- Knowledge: Strong understanding of Liberia’s diverse cultural traditions, especially those specific to the region or county of assignment. Knowledge of event planning and community mobilization techniques. Familiarity with national cultural policy objectives and some insight into how cultural affairs are administered at local government levels. Basic understanding of project reporting and monitoring and evaluation concepts is a plus.
- Competencies: Excellent interpersonal and communication skills, with the ability to engage and motivate community members and leaders.
- Event organization and coordination skills, including logistical planning and outreach. Demonstrated ability to work independently in the field, often with limited resources, showing initiative and problem-solving capacity. Cultural sensitivity and respect for traditional protocols. Strong organizational skills for record-keeping and report writing; proficiency in MS Office or similar tools for preparing reports. Ability to travel within the county (and occasionally to Monrovia or other regions) as required for training or coordination meetings.

Reporting Lines
- Reports to: Deputy Director General for Cultural Heritage.
- Collaborates with: LNTA’s central Cultural Heritage and Cultural Centers teams for technical guidance and program support.
- Liaises with: County administration and local authorities—works in close cooperation with the County Superintendent’s office, local LNTA officers, and traditional council leaders to align cultural activities with local governance and community needs.
Performance Indicators
- Cultural Events Facilitated: Number of community cultural events or festivals successfully coordinated each year in the county
- Talent Identification and Support: Number of new local cultural talents or groups identified and supported per year (target: at least 5 emerging artists/performers documented and introduced to LNTA programs or opportunities annually).
- Reporting Timeliness and Quality: Timely submission of complete activity reports to LNTA HQ (target: 100% of required monthly/quarterly reports submitted on or before deadline, containing all requested information).
- Activation of Cultural Centers/Troupes: Proportion of planned cultural centers or troupes in the county that are active and operational (target: 100% – e.g. all established cultural centers open regularly and all registered troupes giving performances or trainings on a regular schedule).
- Stakeholder Engagement: Regular engagement with local stakeholders (holding at least one quarterly coordination meeting or consultation with traditional leaders and county officials on cultural initiatives). Evidence of community support and increasing local participation in cultural programs year over year can also be used as a qualitative performance measure.
