Overview & Description:
The Cultural Heritage & Museums Manager leads LNTA’s efforts to preserve, develop, and promote Liberia’s rich cultural heritage as part of its tourism strategy. This role is responsible for shaping a national heritage preservation strategy and overseeing museum programs, ensuring that both tangible artifacts and intangible traditions are safeguarded and showcased.
The Manager provides policy guidance on cultural heritage, curates museum exhibitions, and works collaboratively with key institutions to integrate heritage preservation into national development. This strategic position plays a pivotal role in sustaining Liberia’s cultural identity while enhancing its appeal as a cultural tourism destination.
Responsibilities:
- Develop and implement a comprehensive national cultural heritage strategy and related policies in alignment with LNTA’s cultural mission. Ensure this strategy addresses the preservation of historic sites, artifacts, and living traditions, integrating them into sustainable tourism initiatives.
- Oversee the management and modernization of Liberia’s museums (including the National Museum and any regional or community museums). Provide guidance on museum operations, ensure proper care and display of collections, and lead efforts to upgrade exhibits for educational value and visitor engagement.
- Formulate and update policies, guidelines, and standards for the preservation of tangible and intangible cultural heritage. Advise on regulations or legislation to protect historic monuments, cultural artifacts, and traditional knowledge. Monitor compliance with national and international heritage preservation standards.
- Initiate and manage programs to safeguard both tangible heritage and intangible heritage. Promote documentation and conservation projects, ensuring traditional practices and stories are recorded and preserved for future generations.
- Establish and maintain a comprehensive inventory of Liberia’s cultural artifacts and heritage assets. Oversee cataloguing and documentation efforts, tracking the location and status of artifacts. Ensure proper conservation measures are in place and support any efforts at artifact repatriation or restoration.
- Lead the curation of major cultural exhibitions and museum displays, both permanent and temporary. Work with curators and historians to design engaging exhibitions that reflect Liberia’s diverse cultural history. Ensure that exhibitions are periodically refreshed or expanded, and that they serve educational purposes as well as attract tourism interest.
- Serve as LNTA’s liaison on cultural heritage matters to other agencies and partners. Facilitate joint initiatives to unify efforts in heritage preservation and promotion.
- Identify opportunities for funding or partnerships to support museum improvements and heritage projects. Advise the LNTA Director General and Deputy Director General on cultural heritage issues and represent LNTA in national or international forums on heritage preservation. Supervise staff or consultants within the Cultural Heritage & Museums division and manage the budget and resources allocated to heritage programs efficiently.
Requirements:
- Education: Bachelor’s degree in Cultural Heritage Management, Museum Studies, History, Anthropology, Tourism, or a related field. (Master’s degree in a relevant discipline is an advantage.
- Experience: 5–7 years of professional experience in cultural heritage management, museum administration, or related cultural sector roles, preferably including at least 3 years in a leadership or policy development position. Experience working with heritage preservation projects, museum curation, or cultural policymaking in government or reputable cultural institutions is highly desirable.
- Knowledge: In-depth knowledge of Liberia’s history, cultural heritage, and museum practices. Familiarity with best practices in tangible and intangible heritage preservation, museum curation standards, and cultural policy frameworks. Understanding of relevant national laws and international conventions ( UNESCO heritage conventions) governing the protection of cultural property and heritage.
- Competencies: Strong strategic planning and program management skills, with the ability to design and lead heritage initiatives. Excellent leadership and team supervision capabilities; able to guide multidisciplinary teams and coordinate stakeholders. Outstanding communication and advocacy skills, with the ability to engage government agencies, communities, and international partners. High integrity and cultural sensitivity, demonstrating respect for traditional authorities and practices. Proficiency in project management tools, office software, and preferably experience with database systems for artifact cataloguing.

Reporting Lines
- Reports to: Deputy Director General for Cultural Heritage (LNTA).
- Works closely with the Director of Cultural Centers & Troupe Development to ensure integrated cultural programming and exchange of information between museum/heritage initiatives and cultural performance initiatives.
- Coordinates with: external partners and heritage-focused NGOs or international bodies on collaborative projects and information sharing.
Performance Indicators
- Development and official adoption of a National Cultural Heritage Strategy within the first year, followed by timely execution of its action plan (measured by % of planned initiatives launched on schedule).
- Number of museum exhibits improved or new exhibitions curated annually (target of at least 2 major exhibit upgrades or new curated exhibitions per year, enhancing educational content and visitor experience).
- Number of cultural heritage preservation projects initiated or completed each year (target: at least 1 significant preservation or restoration project annually, such as rehabilitation of a historic site or a community heritage documentation project).
- Percentage of national artifacts and heritage objects catalogued in the official inventory database (achieve and maintain 100% inventory of all known museum-held artifacts, with annual updates for new discoveries or acquisitions).
- Frequency of coordination meetings or joint initiatives with key partners.
- Number of new or updated heritage policies/guidelines developed and implemented (target: all required policies updated within 2 years). No significant incidents of heritage loss or damage due to oversight (all managed sites and collections meet agreed preservation standards as verified by annual audits).
