Overview & Description:

This position is a senior management position within the company. The Comptroller exclusively responsible for all financial activities of the company, including budget preparation, accounts management, preparing financial proposals, advising on all financial expenditures, and performing any duties that may be assigned by the management. Additionally, the role is expected to manage and apply the assets and liabilities of the company in the most prudent and profitable manner. The Comptroller may be assisted by an Account Manager and other accountants or financial services specialists as required.

TERMS OF REFERENCE

Reporting directly to the Vice President/CFO is responsible for supervising the maintenance and reporting of accurate and timely historical financial information of the company. The Comptroller is also responsible for the company's present financial condition by providing advice on how to invest, considering risk and liquidity. In addition, the Comptroller oversees the capital structure of the company, determining the best mix of debt and internal financing. The Comptroller is also responsible for economic strategy and forecasting. This aspect of the company's duties includes economic forecasting and modeling—in other words, trying to predict (given multiple scenarios) the best way to ensure the company's success in the future.

 

 

Responsibilities:

Key Responsibilities:

  • Primarily responsible for overall Planning & Budget Administration which includes budget and spending plan coordination.
  • Develop and maintain Chart of accounts, General Ledger Codes, and Subsidiary Ledger.
  • Supervise the maintenance of a proper accounting and reporting system, including transaction entry and preparation of financial statements.
  • Ensure the review and approval of all payment vouchers, month-end closing, year-end closing, balance sheet review, accounts reconciliations, and aging reports;
  • Review and approve all bank reconciliation and cash payment forecasts;
  • Review and approve all payroll schedules and provide the needed mentoring/coaching for all Finance Staff;
  • Serve as the liaison between the company and other financial institutions (Banks, LRA, etc.);
  • Serve as the liaison between the company and its external auditors;
  • Ensure full compliance with all government financial regulations and policies;
  • Conduct risk analysis and advice management on how to mitigate existing risk; and
  • Other assignments as designated by the Vice President/CFO and CEO but within the scope of work required of a Comptroller.

Specific knowledge, skills, and abilities required

  • Ability to work with Accounting Software for accurate and standard financial reporting;
  • Knowledge of current technological developments/trends in area of expertise;
  • Should have solid communication skills to not only understand technical jargon, but to translate technical jargon into business-related decisions for management and other stakeholders;
  • Ability to evaluate and review a range of financial data and reports;
  • Ability to gather data, compiles information, and prepares reports;
  • Knowledge of financial accounting standard, concepts and principles, as well as appreciable knowledge of auditing standards;
  • Ability to communicate with and understand the requirements of professional staff in area of specialty;
  • Ability to create, compose, and edit written materials;
  • Knowledge of local laws, regulations, and standards governing all aspects of public financial management in Liberia;
  • Ability to persuade and influence others;
  • Patience and an ability to teach is a plus, as much of accounting and financial management practice is learned on the job and requires imparting knowledge to others in the work environment, and should also have a high absorption rate for understanding new technologies. Industry trends change quickly, which requires efforts by those in the field to keep up.

Requirements:

Qualifications & Skills:

  • Master’s degree in petroleum finance or accounting or business administration, or other oil and gas-related field
  • Professionally certified (CPA, ACCA, CA, CMA, etc.) - Preferred 5 to 10 years relevant experience in Finance, Accounting, or Audit-related roles;
  • Effective team player and able to work independently, and Good written and oral communication skills

  • Ability to work under stressful conditions
